Have a good description of the person you are looking for ready:

Remember to list the following:
Name
Home address
Business address
Last know location
age, height, hair, eye colour

Try finding them with this Google Application

Step 3

Add them to The ExtrodinariesSite which lets you compare images of missing pople to news photos.

Step 4:

Contact the embassy of their citizenship.
